Izumi Kaoru is Professor at the Faculty of Law. He completed his Ph.D. in Politics at Kyushu University. His research interests include local politics and central-local relations in Japan, the study of party politics in South Korea, and the analysis of public policy in relation to science and technology issues. He currently teaches courses on Local Governance and on Democratization Theory.
